Response to new Social and Affordable Homes Programme
2 July 2025

It is good to see the government share their ambitions...and we strongly welcome the emphasis on social rent in the new programme.
On Wednesday 2 July, the Government set out ambitions for a social rent revolution through the new £39 billion Social and Affordable Homes Programme.
Responding to this, Catherine Ryder, Chief Executive of PlaceShapers, said: "It is good to see the government share their ambitions for the new Affordable Homes Programme and we strongly welcome the emphasis on social rent in the new programme.
"We look forward to working with our members, the government, and Homes England to ensure the programme delivers our shared goal of building a new generation of genuinely affordable homes for those in desperate need.
"The certainty of a ten-year rent settlement, an ambitious Affordable Homes Programme, and the additional capacity provided by a return to rent convergence, will help us extend a housing offer to the hundreds of thousands of people who have been let down by the housing system in this country for far too long.
"Our members are ready to play the fullest role possible in the decade of renewal for social and affordable housing."
