PlaceShapers stands alongside homelessness charities such as Crisis and Shelter calling on the government to amend proposed laws that could criminalise people sleeping rough.

The Criminal Justice Bill contains new powers for police and local authorities to enforce against so-called ‘nuisance rough sleeping’ in England and Wales.

Claire Higgins, Vice Chair of PlaceShapers, said: “Our members exist to help people in housing need. We build homes that help address the crisis in homelessness and temporary accommodation. We work with small charities that support people who are homeless, who are already stretched to capacity and beyond.

“Rough sleeping has deep rooted causes and we should not be criminalising people who already have hugely challenging lives for being in a situation which is out of their control. Instead, we should provide the homes and the crucial support people need to rebuild their lives.

“With the right support, housing associations and their partners can do more to build the homes we need to address the housing crisis in all its forms.

“There are 8.5 million people in England who can’t access the housing they need and the some of the most desperate are those who are sleeping rough. Rough sleeping is not a lifestyle choice, it is the result of people having no other option. Criminalising rough sleepers is destructive and cruel and makes their lives even more desperate.

“PlaceShapers is part of the national call on whoever forms the next government to be ambitious and transformative in a long-term plan for housing.”
